It may be more of a cleaning issue than an adjustment issue. Gunk bad.  Clean good.
Clean first, then see if adjustments are needed.

You don't have much to lose, except time.
I believe the longer cure time epoxy you select, the stronger it is.  In other words, 5 minute epoxy is not as strong as 1 hour epoxy.

It is unlikely that the carriage is supposed to just lift off.

Bingo. My recent Remington Rand Deluxe number 5 had the same issue.  If I held the shift key down, the lc and uc letters lined up.  However, if I used the shift lock key, the uc letters were WAY off.  Found the simple adjustment for the shift lock right beneath it and once adjusted, it is near perfect now.

I have a 1947 Remington Rand Model 5 deluxe, and the Streamliner sure looks just like it except the Model 5 has crinkle paint.  I guess the Streamliner's glossy black finish makes it look older.  Whether that is a plus or minus I don't know.

I just got a nice little 1947 Remington Rand number 5 Deluxe.
All the capital letters are quite a bit higher than the lower case.  I know it is 
due to the carriage adjustment settings, but I am not completely sure where they are on this model.
I THINK they are on the sides of the frame, under the housing side cover.  Anyone know for sure?
