Remington quiet riter rubber

i got a new remington quiet riter and as i was cleaning the insides i noticed that it is apparently covered with rubber. some of the metal components i think have been covered in rubber so as to make the machine more quiet. should i leave the rubber covering there or should i try to remove it? some of the rubber is sort of decomposed and doesnt look clean. what do you guys think?

Is the rubber crumbling and falling off?  If not, I'd leave it alone, personally.
