I would start with a deep cleaning of all the ribbon movement mechanisms with denatured alcohol and compressed air blow outs.  This usually fixes the problem for me when the spools do not turn by de-gunking all the moving parts.

I get the denatured alcohol at my local hardware store in their paint section.
