After removing the bottom cover I can see what I believe Type Writer Guy is referring to as the draw band and it is still intact and connected on both ends. I have taken additional pictures which can be seen at
any additional advcie is appreciated

That's not a surprise. As I previously mentioned, it was not going to be a drawband issue. In your second photo I can clearly see that the carriage lock is in the locked (engaged) position. The carriage lock is the small chromed lever below and in front of the left platen knob. You have to lift it upward to release it.

So I have been sitting here moving the carriage lock lever up and down while gently jiggling the carriage from left to right but it will not release. Any additional suggestions?

I just had another look at the photo. The only other thing that looks amiss to me from your second photo is that the typewriter's case looks to be far too high at the back of the machine at the carriage. Is the case loose from the machine's frame? It's possible that the case is binding the carriage. You'll have to check if the case can be moved down, and if the carriage is in contact with it at either end.

The case is not loose.As I mentioned in my 1st post,the typewriter had been serviced prior a relocation several years back. It was functioning perfectly before then and while going out on a limb I would say my son did not engage the carriage lock before it was packed. There are also carriage locks located on either side of the margin tabs according to the user's manual. How are these released?

I'm sorry if this sounds like I'm talking down to you - I don't mean to, but I don't know your level of experience with typewriters.
Once you release the carriage lock lever, the carriage won't move unless you press the carriage release lever first (behind the carriage knob).
Also (this might have already been mentioned) if the margin adjustments are moved inward toward the center of the carriage, the range of motion will be very narrow.

I do not consider you "talking down" to me in any way. The carriage release lock is in the up position,the margin tabs are adjusted completely out and the carriage will not release when I press on either or both of the carriage release lever tabs located behind the left and right carriage knobs.

Just to clarify, the carriage should move immediately once unlocked without needing to press a carriage release lever first.
Also, the top photo shows the carriage lock lever in the locked position. I'm sure that it's currently unlocked, but it can be confusing to show a photo of it locked while stating that it's unlocked.
