It looks like a later Royal, but theres a Europe brand that sold them too. Let me search around...

Looks like an Underwood 378 to me.

Or, more likely, an Underwood 319? The 378s look like they all have a blue base.

Ah, Valiant corrected me. I meant a later Underwood, not Royal. I was looking at one on a website the other day.
