Cleaning tab stop rail on Smith-Corona Silent

The tab stop rail (not sure if that's what it is really called) on my Smith Corona Silent is dirty with some kind of white gunk.  I don't know if this is from the "restoration" that the seller had done to this machine or not.  Is this something that can be cleaned up while it is still on the machine or do I need to remove it?

I don't have one of these, so I'm not sure how accessible the tab rail is.  I'd say if you can reach most of it you probably shouldn't need to remove it.  I've had success cleaning tab rails with a toothbrush.  They are good at getting in the nooks and crannies.

Just a dry toothbrush? It almost looks like someone got carried away with baking soda on it.

I'd probably use some sort of cleaner.  Maybe naptha or alcohol so it will evaporate quickly.
